Recommendation at "National Consultation on Voters' Participation"

On 4th March attended “National Consultation on Voters’ Participation” organized by Election Commission of India as the representative of state of Delhi. The conference was inaugurated by Dr. APJ our former president. I was part of a thematic group that debated upon the topic “YOUTH INVOLVEMENT: CONNECTING TO 18+”

We have recommended the following:

1. Pre voter registration: a system of pre registration that could begin as early as 16 or 17 years. The ECI would get time to complete its formalities and would ensure that every child on attaining 18 would get his voters id delivered to him on his birth day. The idea is to make him feel good and responsible as well.

2. Educational institutions to register at source: just like tax deduction at source the schools/colleges could be registering agencies for citizens as they have all the relevant details.

3. Compulsory EPIC number for availing public services: citizens approaching for services such as passport, driving licenses or likes should be asked to declare if they have a voter’s card. If they declare on the contrary the agencies would not deny services but would for sure hand them Form 6 that is required to be submitted to the election commission for issue of a voters I card.

4. Migrant youth: for the youth who migrates for jobs or studies should be allowed to vote at his place using technologies say for example through a specialized kiosk

5. Inclusion of voter’s awareness in school curriculum

6. Special courses to be put in place on electoral management which is not available in any university in India

7. RTI (Right to Information) applicants to be epic compliant: the idea was to bring home the point that if you are demanding accountability show some level of personal accountability in nation making

8. Fundamental duty under constitution: Right to vote to be included in the list of Fundamental Duties.

10. Mechanism to sell the idea of voting as a problem solving strategy through youth clubs
Apart from this I have recommended that the constituency that votes in highest percentage should be allotted an extra money in the MP’s Local Area Development Funds.
